Maybe this will help: make sure that in transaction OMGQ, where you link the
release groups to the agents, no plant is entered. Please refer to SAP note
192044.

I'm attempting to setup workflow for the release of purchase requisitions.
Every time a purchase req is created the workflow receives the following
error:  Agents of type A cannot be defined.  The agent assignment appears
to be correct.  Does anyone have some advise to share about this issue?
