SWI2_ADM1 - cannot Execute, Reserve, Replace, Resubmit, Forwa rd work items

Go into change mode (Edit --> Change in work item display). This will
automatically reserve the work item for you and allow you to execute the
other actions...

Hello Friends:
 
I have S_WF_ALL in my security profile. I execute transaction SWI2_ADM1 and
then the list comes up with work items without an agent. I double click on
one work item - I am unable to execute, reserve, replace, resubmit or
forward work items. I asked the security team and one of the logged - he
has SAP_ALL - he also cannot execute, reserve, replace, resubmit etc the
work items.
 
Please advise -any help will be greatly appreciated,
