Using start conditions

it is definitely smart. Start conditions require a lot less maintenance than
custom-developed Check-Function Modules.
 
Your concerns are more applicable to the development environment (all the
errors that could result in workflows not being started should have been
resolved before going to production).
-- if in doubt you can just switch the conditions off for debugging on
development,
-- in production you'll only expect to have workflows not started because of
the start conditions failing.

Can someone tell me if it's smart to use a start condition (transaction
SWB_COND) for checking if a workflow must be started?
 
Reason for asking is that in the event trace I can't see why a workflow
has not been started: because the start condition evaluated to false
(which is a normal situation) or because of another reason (which is an
error that must be solved).
