Common Org. Structure

Hello All,
 
We are trying to determine if we should use common org. structure for all
the wflows that we are developing in our
system. One of the workflow that we are creating has more than 2000 users
whereas other two wflows has only 100 and 50
user. We are also trying to link the Org structure to HR-PA and PD. Our
concern is the performance issue and maintenence
if we use common Org strucutre.
Please advice of your inputs and experience on this.
