I have implemented a PO Approval workflow with SAP 4.6C. One of the managers does not receive workitems in his Workflow inbox. If I execute SWI5, I can see the workitems for him. If he executes ME28, he can pull up the POs waiting for his approval. In the release strategies, the release codes are attached to positions. I have checked and rechecked - he does hold that position.
