Workflow does not have a consumer upgrade from 3.1I to 4.6C

We are in the midst of an upgrade from 3.1I to 4.6C.
 
A functioning workflow in 3.1I is failing in 4.6C.
 
The workflow is linked to a SD billing doc output condition. When the
document is created the workflow kicks off and notifies a user.
 
In 4.6C the error message in the output processing log is:
        " Event EDI_READY in object type VBRK does not have consumer"
 
Does any one have any suggestions.
