Workitem must be treated by everyone

Hi,
 
I want to send a workitem to a position (several users) to inform them that
they have to execute a report. I have created a task on TRDIR.EXECUTE.
 
Of course (?), when the first agent runs this workitem, it disappears from
the other users workplace.
 
I want that all users have to do this.
 
Any suggestions?
Is it for instance possible to have this task as an attachement to a mail?
