Hi Thad Gorbal,
 
Maybe OSS notes 209014 and 209024 can clear your doubts. Briefly, the event
triggering for BSEG.CREATED has been removed for logistics documents in  SAP
new releases, e.g. 4.6C. Hope this help. Cheers!
