Paul, Let me throw my five cents worth in here....
 
Is the event being triggered? Regardless of your actual workflow or the
event linkage, is there an entry created in the event log when you create a
Purchase Req?
If it is then I assume you have checked the event linkage and it is all OK.
Check the event binding because if there is a mandatory importing parameter
missing then the workflow will not start (you should be notified of errors
in your SAP inbox - now called Business Workplace).
 
If the linking is fine and active, then tell me this : What do you see when
you display the workflow log? Or are there no entries there? If there are no
entries there then what does the event log say? Does it say 'Receiver
Started Correctly'?
 
Also, in the HR Org ensure that the positions have the tasks assigned to
them that they will be executing.
 
Give all that a try, if it doesn't work then send another email. There are a
few other things we should try.

have
retested the workflow and it still isn't triggered.
 
Back to the drawing board I guess.

Hi Paul,
 
First off, I would check that the event linkage is activated.  Use
transaction SWETYPV to check that there is an entry in this table for your
business object BUS2015, RELEASESTEPCREATED, and that the 'enabled' switch
is ticked.  Once this is done, your workflow should be triggered when you
create the requisition.
 
Also, with this switch enable, it could solve the problem of the req not
going to the next level (but I plead ignorance here, as I am not familiar
with this template.
