Change document for Shipping unit

Hi guys,
 
My ultimate goal is to send an e-mail, triggered by workflow, to our
customers each time a shipping unit for a Delivery on a Sales Document
(table VEKP) is created or changed (in particular field VEKP-INHALT is
changed).  These actions take place either with the VL02 transaction
or a standard inbound IDOC 0000000014900289.
 
I'm relatively new at workflow (and SAP in general) so please forgive
any elementary questions.
I'm on version 4.5B.
 
I checked the data element behind the field VEKP-INHALT in the data
dictionary.  It has "Change document" checked.
 
I changed this field via the VL02 transaction and no change document
was created and no event was raised.
This was also true when I created a shipping unit.
 
>From the SAP Business Workflow (Development) screen I went to
Definition Tools-->Event creation--> Change documents-->Define
(SWDO).  I found a Change Document Object (TRANSPORT) which references
table VEKP.  But when I went into Definition Tools-->Event
creation-->Change documents-->
Define workflow properties(SWED), the TRANSPORT object did not exist.
Can somebody explain to me what needs to be done, or if it is
possible, to use this Change Document Object in a workflow?
 
I did see some conversation on your list about a possible problem with
change documents getting generated for the "change" action, but not
for the "create" action, but I don't think this applies in my case
since I'm not getting a change document for either.
 
Any help would be greatly appreciated.  If anybody thinks I'm
approaching this from the wrong angle, I'm open to any suggestions.
