Remember also that SWWDHEX can be scheduled periodically via transactions
SWWA and SWWB rather than on a case-specific basis.   If you are running
SWWDHEX on a case specific basis then workflow has to kick off the job
when the workitem is created - hence problems in kicking off the job
may be reported back to the workflow.  If you set SWWDHEX to periodic
monitoring then any error messages would simply go to the job log.
 
Don't forget you need to consider the timing issues when switching
from case to periodic deadline monitoring (i.e. if your deadline is
for time + 10 minutes and your job runs every 20 minutes, best case
deadline is escalated at time + 10 minutes, worst case deadline is
escalated at time + 10 minutes + 20 minutes depending on when the
deadline job runs).  However periodic monitoring is more appropriate
as the volume of workitems requiring deadline monitoring grows, so
it's worthwhile considering this option.

Just a guess here.. but make sure that the user ID that RSWWDHEX is running
under has this authorisation. If that doesn't fix it then I suggest you
debug the inbox to see what triggers the error.

I had a strange error occur in a custom 4.6c workflow that we are using for
approval of parked MM invoices.  There was a work item in a user's Inbox to
perform the Approval user decision - this item had deadline monitoring
turned on for 6 days after the start of the workflow & this deadline had
already passed.
 
When the user processed this work item, the following message came back to
them: "Submit authorization WF_DEVLP required for program RSWWDHEX" (DB
645).  The work item came out of their Inbox and showed Completed, but the
workflow never continued to the next step.  The workflow also showed no
indication of any error in the logs.  I had never seen a workflow behave
like that without some sort of error status or notification to the w/f
administrator.  We had them repark the document and the approval was redone
(without the deadline passing) and it went through fine.
 
I understand the scheduled job for RSWWDHEX is set up through the w/f
customizing for monitoring missed deadline items.  We had just recently
begun to use deadline monitoring, but I had not seen any problems up to this
point.  We had plenty of other deadlines passed on other tasks & did not
encounter this.  Does anyone know why we would be seeing this kind of
submission authorization error coming from a user's Inbox?
