enabling a standard event

I am attempting to use a standard event to trigger a single task in 4.6c,
details of the standard event follow...
 
        Object Type:    IDOC
        Event:          PROCESSSTATEREACHED
        Name:           IDoc Processable
 
The idea is to use this event to trigger an update process whenever an
outbound document is created.  I can get my task to start when I simulate
the event, but the event does not appear to be enabled to fire naturally
when an IDoc is created.  Any ideas on how I can turn on the event???
