Trigger workflow from error message

We would like to create a Certificate of Analysis (Quality Certificate),
automatically triggered by Post Goods Issue.
 
On those occasions when there is missing master data or some other reason
why the Certificate of Analysis should not be created automatically a
workflow should be triggered for the error message and the appropriate
person notified.  We have found a wizard which enable us to create the
workflow template.  This just creates a workflow with an undefined step and
the container elements for the message application, type, no, text etc.
 
We need to know the workflow definition required to facilitate this.
