BO Method Exceptions: No message for Temporary Error Type

Fellow workflowers,
 
I may have misunderstood the documentation, but I have an exception on a
Edit method in a business object type that is classified as a temporary
error.  It is raised when the object is locked.  It all works correctly
however when the user tries to execute the workitem, nothing is displayed.
Ie no message is issued, they are merely left in the workplace inbox.
 
Do I have to generated my own message using an ABAP message statement so
that they get some feedback that the object is locked?
