Transport workflow

But it appears that someone has to manually start this workflow.  I would
like to activate a workflow after the transport has been released.

Brain,
 This is all fully documented in the SAP Workflow help documentation.   The
documentation explains exactly how to set this up.  Some settings must be
made in TMS as well.  However, once this workflow is activated, it only has
one level of approval.  Does anyone have any insight as to how we can add
addtional levels of approval to this workflow?  Or was this workflow
strickly designed for special transport needs?

There is fairly detailed documentation on the configuration of this
workflow
in the SAP Library (in 4.6b it appears under "SAP Library -> Basis
Components -> Change and Transport System -> Transport management system".
 
We are using our own workflow in lieu of the standard one, however when
reading up on the standard workflow it seemed fairly straight forward.

CTPROPOSAL. This refers to entries in table CTWFPROPOS. This
table is empty now. Currently we are configuring workflow in a
new system. Does it need any activation.
