Transport workflow

There is fairly detailed documentation on the configuration of this workflow
in the SAP Library (in 4.6b it appears under "SAP Library -> Basis
Components -> Change and Transport System -> Transport management system".
 
We are using our own workflow in lieu of the standard one, however when
reading up on the standard workflow it seemed fairly straight forward.

   Has anyone used the workflow WF71000008 for object
CTPROPOSAL. This refers to entries in table CTWFPROPOS. This
table is empty now. Currently we are configuring workflow in a
new system. Does it need any activation.
