Special TMS Workflow/QA

Hello,
Our environment only has 2 systems, Development and Production.   I am
trying to setup our system so that all transport requests will have to go
through departmental approval, managerial approval and administrative
approval before they can be processed.  I have attempted to setup QA
approval and I am also trying to setup the Special TMS Workflow for
administrative approval and processing of requests.  However, when I
attempt to set my development system up as the QA system I receive a
message that states that QA systems must be a consolidation system.
 
Would I be better off just creating a copy of the special TMS workflow and
adding an extra levels of approval to that workflow as needed?  Or should I
continue to pursue the QA approval process?
 
I welcome any and all advise.
