Background step not executing

Hi,
 
I'm on 4.6B and I have a business trip workflow problem. The workflow is not
executing the last step. This is a background step that has a Z method that
calls a Z program. This Z method is defined as a method of Z_BUS2089.
 
When I look at the workflow log using SWI2_FREQ,  it will show a message
 
Background work item created
Block end.
 
If a background step is working fine (as in all previous steps in this
workflow), I would always see this:
 
Background work item created
Execution started automatically
Work item processing complete
Block end
 
>From what I understand, the background job has been created but it does not
start executing the job. Please advise where should I look for errors.
 
This workflow worked during the first week we go live. Starting the second
week, it no longer works. This has been happening for a week now.
