Problems with a workflow-role based on org-data (org obj type plant)

I detected the following strange behaviour in a 4.6 system, perhaps =
anybody can help:
 
A role finds more selected agents than we assigned as possible agents.
 
In detail:
We have created a role called ZM_WERK,
based on organization data, organisation object Type BUS0008 (Plant).
 
Now we have a single step task: TS91000005 "edit material disposition"
with POSSIBLE agents
     O  50000529 Disposition Auerbach 0060
      O  50000548 Disposition Heilbronn 0004
and single step task TS91000003 "edit material QM"
with possible agents
    O 500000xxx QM Auerbach 0060
    O 500000yyy QM Heilbronn 0004
 
In the org-management we linked 50000529 and 500000xxx to plant 0060,
also we linked 50000548 and 50000yyy to plant 0004.
Both task use in a multi-step-workflow the role zm_werk.
 
Now the workflow is started and the role gets parameter plant =3D 0004 for =
task 91000003.
ALL groups which are linked to plant 0004 are found as selected agents  =
(50000548, 50000yyy). We expected only ONE group to be found.  So there =
are MORE selected agents found than we assigned possible agents.
 
Do you think this is a bug?
Or is it a known feature of using roles with organisation dat?
Has anybody used this constuct before?
