Activate event linkage without transport request.

I always thought that switching on or off the event linkage of a workflow
task should be treated like a transaction data not a customizing step. One
reason is because when there is error in the workflow for any reason, the
event linkage is automatically deactivated. And, it seems like everytime
this happen we need to transport again the event linkage which is not quite
practical, I think.
