copying blocks within WS workflow

Seems like you need to create the steps as a workflow template
and then include them as a subworkflow in your new template.

Is there a way to define a "block" of steps in order to copy them to another
portion of a WS workflow.  I have tried doing this several ways, but have
never
been successful.  This "block" might include a combination of tasks and
container operations.
 
We are using an SAP 4.5b system.
