Released vs. implemented Methods/Objects

In my experience those objects that are not released are classed as
local and thus cannot be transported until released.

What is the purpose of changing the status of a method or an entire
business object to released vs. implemented? Can anyone point me to
documentation on the matter? I have access to the 4.6 online doco and a
reasonably long search did not turn up anything.
 
Are there any transport limitations on objects or object-methods that
simply have the status of implemented?
