Turning Workflow on in new 4.6B system

there is an OSS out there that deals with the pd tables. it used to be a
problem when the system was upgraded from r3 2.x to 3.x, but maybe it also
applies to 4.x. try to search the OSS with t77*. the header of the note is
something like "Workflow applications are not running...".

Try going to SWU3 and from there scheduling the batch job.
If that fails try /h mode to hobble(debug) and see what the problem
is, if you haven't tried this already.
 
I checked for OSS notes but couldn't find any that fit.

I can't get workflow started (SWU3) in our new 4.6B system.  Please be
gentle with me as my knowledge is limited.  Here are my 3 problems:
 
Workflow runtime system:
 Monitoring job for missed deadlines is not scheduled (1)
 Entries missing in PD control tables (2)
 
Workflow development environment:
 Entries missing in PD control tables (3)
 
When I try to schedule deadline monitoring I get the error:
  Work item 000000000000: Background job RSWWDHEX cannot be scheduled (error
13)
 
So I try to run  RSWWDHEX in SE38 and get the same error message.  Bottom
line is I can't get SWWDHEX started (there is no instance of it scheduled at
all.)
 
As for the  "Entries missing in PD control tables" problem - I have no
clues?  But below are the errors I believe are causing the problem:
