I was able to replicate your problem.  However, perhaps this is another
path to where you want to go.  I think you should check it out.
 
In our system we have a SAP Library main page that has a pull down
selection box for Area.  Select Accounting.
 
Under Financials, select Controlling.
 
Select Profitability Analysis (COPA)
 
Select Planning
 
Select Planning Methods
 
Select Entering/Displaying Planning Data
 
Select Entering Planning Data in the Workflow (CO-PA)
