[panda-users] enabling/disabling LLVM

In the PANDA manual for panda_enable_llvm()/panda_disable_llvm() [1] there
is a note:

> Currently, this only works when QEMU is starting up, but we are hoping to
> support dynamic configuration of code generation soon.



Is this still the case? If not, is there any WIP towards this, or is it
only a future plan/wish?
