It seems like the goal of their program, at least currently, is to 
promote general scientific literacy.

I had a talk with the Invitrogen Foundation folks last week and have 
requested info on previously funded applications. That list may give 
a better sense of what kinds of synthetic biology projects stand a 
chance. I'm happy to pass along the information I get back.
