[Olympus] Draft proposal for publishing the OLYMPUS results in PRL

Dear Colleabgues,

	Attached is the draft proposal we propose to submit to PRL.  The paper has been reviewed by people at MIT and while there are undoubtedly a few typographical changes and other cosmetic improvements to be made we feel this is very close to the final version.

	We encourage everyone in the collaboration to review it and submit comments to Jan and Michael.

	We will discuss this further Monday, October 31, during the 10:00 EST (16:00 CET) collaboration meeting but feel this is the best result we can produce.  I would aks for your approval over the next week to submit this for publication.
