Hi Yakov,

Unfortunately most pre-paid SIM will come at a 2:1 price/credit ratio  
(that I've seen), refills to that SIM will typically be at the  
published rates tho.

Here's one example of a site that you could order pre-paid SIMs for  
different countries.

But you may be able to find pre-paid GSM SIM at the Airports, Phone  
Shops, or convenience store.
