[mitreid-connect] Release Candidate: 1.3.0-RC1

Release Candidate 1 for 1.3.0 is out now. If you have a version of 1.2 or earlier in production, please try an upgrade to this release in a test environment to ensure that data import/export works as expected. The process is the same as upgrading to 1.2 from previous releases (but the wiki page hasn’t been updated to reflect that yet).

Highlights of new features include:

 - PKCE support (client and server)
 - More modular UI and codebase for cleaner overlays
 - Software statements for dynamic client registration
 - Assertion processing framework
 - Improved data layer performance and utilization

A full list will be compiled for 1.3.0 final release. Release date depends on how well the release candidates work, so please tell us if it breaks or works properly for you.
