[mitreid-connect] MITREid Connect release 1.3.0

MITREid Connect 1.3.0 is out now and available from Maven Central. Major changes include:

 - Support for software statements and pluggable assertion processing
 - Proof Key for Code Exchange (PKCE) for server and client
 - Implementation of device flow
 - Modular UI
 - Modular data import/export
 - Upgrade to Spring 4.3 and Spring Security 4.2
 - Upgrades to most supporting libraries

The recommended upgrade path from previous version remains using the data import/export API.

Development on 1.3 will continue on the master and 1.3.x branches. At such future point that changes will require breaking backwards compatibility, stable development will stay on the 1.3.x branch and the next version will continue on the master branch.

Development on 1.2 will continue on the 1.2.x branch but will largely be limited to critical fixes. The current version is 1.2.6. 

Development on previous versions is officially suspended and no further releases are anticipated.
