Chris,
If you read through the guide to VMWare guest operating systems:
http://kb.mit.edu/confluence/display/istcontrib/VMware+at+MIT+-+Installing+and+Using+Guest+Operating+Systems
It specifies that Apple does not allow Mac OS X Client to be virtualized. Mac OS X Server's license does allow for virtualization on Apple-labeled hardware, but VMware Fusion does not currently support it. Should VMware Fusion ever support Mac OX Server, you would need an individual Server license for each virtualized server in addition to the license for your host OS.
If you need to run both Windows and Mac OS, you would need to do it on Apple Hardware.

Subject: [Macpartners] Anyone successfully installed Mac OSX 10.4.6 on VMWare Workstation?
I have an old Mac laptop that fried. I have a legally purchased version of OSX 10.4.6. I’d like to install it in VMware so I have access to the Mac OS when researching things.
Has anyone successfully used a Mac OSX 10.4.X DVD, to install same in VMware? Tried converting the MAC dvd into a PC ISO image, as well as a file DVD, but VMWare keeps telling me that it doesn’t recognize any operating system. Understand that my PC won’t read a Mac DVD, so I used a software package to read it on the PC, and burn same to an ISO image.
Thanks
Chris
