[Macpartners] Unlocking Network system preference for non-admin users in 10.8

Scott,
This might not be helpful, but a non-admin user can change the network
location using the locations menu under the Apple menu. (Only appears if
more than one network location is created.) I use this to allow users to
switch between static and DHCP networks on their own, while traveling
between MIT and home. Hope this helps,
