[Macpartners] Online File Transfer solutions

While there are many services out there now that provide the ability to upload and share large files (whether for free or for fee), I was wondering if anyone could recommend an opensource alternative that could run on our own server using something like PHP or similar.

Some of the requirements would be:

Ability to apply stylesheets and/or customized branding to web interface.
Ability to set a specific file retention time period.
Ability to create a standard email template which will be sent to users along with the URL for the file.
Staff interface for uploading should be web-based.
Ability to store user information like an address book for future deliveries to the same users.
