Is the Windows software firewall either turned off on the PC, or is there a port open for TCP 3389? The firewall will block the Remote Desktop traffic if not configured properly.
Try turning off the Windows firewall, and see if that addresses the issue. If it does, there is a pre-set checkbox that will allow Remote Desktop traffic through the firewall without having to set up a specific port.

I downloaded the XP Remote desktop client on my Macbook and was unable to connect to a pc running XP. Please let me know if you figure it out because I tried many times and just gave up.
