To help figure this out, we're going to need some more information.   
What version of server are you running?  How are you configuring user  
accounts?  Is the server bound to a directory?  If so, what  
directory?  What public key are users installing?  Is the server  
configured to accept Kerberos authentication from the MIT realm?
