[Macpartners] Possible Problem with Mail and 10.3.9

Both myself and my users have had similar problems with Mail (all on 
IMAP, off of a variety of PO servers). MacFixit has a report that seems 
to confirm that the issues are relatively widespread.

I tried cleaning my caches and repairing permissions (for good 
measure), with no luck. I'm now very tempted to go backwards to the 
older version of Mail. Mail in 10.3.9 is version 1.3.11, vs 1.3.8 in OS 
10.3.8.
