First, you need to turn on the Debug menu in Safari. There are many  
utilities that can do this; check out Safari Enhancer at  
http://www.macupdate.com/info.php/id/10482.

Once you do that, you can export the bookmarks out of Netscape and use  
the Import Bookmarks option from the Debug menu in Safari to import  
them.
