[Macpartners] Windows-like Start-bar?

Windows 95 to present has the "start bar" which, if you minimize
applications, the application name is shown, along with the document you
are viewing (or web page title you are viewing).  Thus, the desktop can
remain uncluttered, and you can keep track of what is where just by
looking that the out-of-the-way start bar.

Does OS 10 offering anything similar to the Start bar - a way of
minimizing app windows but keeping the app name and titles intact in an
always-visible, but out-of-the-way manner?
