Oracle has released a (probably beta) version of jDeveloper that is free
to download and use:

You may need a free OTN account to access the link.
>From what I've seen from some quick Google searches, it seems most of
the tools available are aimed at Java and JDBC access to Oracle (and
other) databases.
An Open-Source IDE that's available is Eclipse http://www.eclipse.org
which is supported by some major companies like IBM among others.

At the MIT Genome center we have been searching for a viable oracle
client for OS X. On the windows side we use SQL Navigator from Quest
software and we are very anxious to find a product with similar
capabilities for OS X.
