Candy is right -- the roof is not designed for walking or hanging out on, so it is really an off-limits area, not a common area. It would also be particularly bad to smoke up there, as an errant butt could seriously damage the roof. So, in short, please don't go up there, and definitely don't smoke up there. If it turns out that people are hanging out up there, we will have to lock the door and restrict access to contractors and the like.
Common areas is anything on the premises that is not inside someone's apartment. So, like Candy said, no smoking indoors (except in an apartment) or in the parking lot or in front of the building, up to the sidewalk.

Common areas would be the hallways and foyer (and laundry and storage rooms), the parking lot and the front yard up to the sidewalk, which I imagine is the line of our property. Your unit is your private area; people can smoke in there.
(I am not writing as the "official" word...but I do know that the roof is supposed to be off limits, and as an owner, I am invested in its lasting as long as it can. And I am personally very bothered by smoke coming into my unit through the windows, or having to walk through cigarette smoke in the hallways.)
