[Lindengardens] Two new policies

Candy is right -- the roof is not designed for walking or hanging out on, so
it is really an off-limits area, not a common area. It would also be
particularly bad to smoke up there, as an errant butt could seriously damage
the roof. So, in short, please don't go up there, and definitely don't smoke
up there. If it turns out that people are hanging out up there, we will have
to lock the door and restrict access to contractors and the like.

Common areas is anything on the premises that is not inside someone's
apartment. So, like Candy said, no smoking indoors (except in an apartment)
or in the parking lot or in front of the building, up to the sidewalk.
