There is not a standardized kadmin interface; the MIT KDC currently uses 
code derived from OpenVision's contribution.  I don't know of a Java 
implementation of that protocol.

The description page for Russ Allbery's kadmin-remctl backend 
(http://www.eyrie.org/~eagle/software/kadmin-remctl/) also implies that 
such code is essentially nonexistent.  Perhaps kadmin-remctl is sufficient 
for your purposes, though.
