I'm not sure.  It's been that way since the script was added in 2001.
I'd be a little afraid of breaking downstream users who have (probably
unintentionally) come to rely on the current behavior, especially since
there aren't really strong conventions for -config scripts.

We have a pending patch to add pkg-config data files, which are a bit
more structured and wouldn't have to contain the same mistakes.
(Heimdal has already taken such a patch, as well.)
