[RFC][PATCH] krb5 => libverto main loop

Take #3 (only patch #5 changed). All issues have been addressed in all
emails except as noted below. All tests currently pass up to gss-client
(which fails on current master).

The SIGHUP handler in kadmind currently does nothing. I removed it so
that it doesn't need to be ported.

The SIGHUP handler in the KDC was merely ported to libverto.
