ConstrainedDelegation review

Hello,

I am submitted the ConstrainedDelegation project for review, ending 30  
October 2009 (not 31 October this time!).

The purpose of this project is twofold: first, to clean up the  
handling of KDC-issued authorisation data in the KDC itself, and the  
client library; and to support constrained delegation without  
requiring that supports the Windows PAC. More information is provided
