I think the answer to "why" must be the former. I doubt Sam has any
interest in draft-ietf-krb-wg-kerberos-set-passwd, though the Consortium
well might (should, even).
Also, Solaris has an implementation of RFC3244. If MIT could use it
then perhaps a code donation might be feasible.
