Unfortunately, I can think of enough cases where plugins will fail to load and should be disabled that we cannot print the error message by default.

I do agree that we need better debugging of preauth errors.

1.7 is expected to have a facility to indicate that a plugin is
  mandatory and that if it fails, an error should result.
