krb ticket number & code change.

Hi All,

I wanted to know that in MIT kerberos releases, is every code change
associated with a ticket/defect number ?

In other words, "any" code change that goes in a MIT release is mentioned /
included in the defect list published for that release. So there will be no
code change in the source code without a published defect. Is the
understamding correct ?
Can anyone clarify this doubt for me.
