First draft of pkinit plugin code now in Subversion

A copy of the pkinit plugin code is now in Subversion
(http://anonsvn.mit.edu/svn/krb5) in branch users/coffman/pkinit

The main code is located in directory src/plugins/preauth/pkinit/.
There is a README file in that directory describing build requirements
and current runtime requirements.

We know there is much more work to be done, but would appreciate
anyone taking the time to try the code out and give us feedback.  That
discussion should be done on the krbdev list.
