There will be a KFW 3.1 Beta 4

A very strange interaction within NetIDMgr when there are multiple
ccaches containing tickets for the same principal has been uncovered
that will need to be addressed for KFW 3.1.  As such KFW 3.1 final
will not be issued tomorrow.  Instead, a Beta 4 will be issued once
the appropriate changes have passed internal testing.
